Could low or contaminated hydraulic oil be the only problem?

Yes, and it is the cheapest real fault on the list. Low fluid, aerated fluid, or the wrong viscosity grade starves the lift circuit, so the pump moves less oil per revolution and the mast crawls whether it is loaded or not.

Air in the lines is the usual reason a lift feels jerky rather than merely slow. Fluid that looks milky or foamy on the dipstick is aerated.
